Yozgat Governor Kemal Yurtnaç, who participated as a speaker in the conference titled "New Generation Bureaucracy and Restructuring Studies" proposed a new provincial government model that would prevent the bureaucratic oligarchy in the public administration system and eliminate bureaucratic oligarchy in the system. Yutrnac underlined that this new model, which is compatible with the new Constitution and the Presidential Government System, will be enriched by discussions with academia, bureaucracy and the political world. Yutrnaç indicated in this new model that  the budget is transferred by the central government and the entrustments are made with the laws and the governors are at the top within unitary that the different stakeholders on the front should be designed as a system of equilibrium. At the end of the conference with the questions and answers, Dear Yurtnaç emphasized that the proposed model aims to reach and explains as many people as possible and that the management understanding should be strengthened.
